CAPCOG General Assembly to vote on bylaws, 2023 budget

The CAPCOG General Assembly will hold its first meeting of the year at 11:30 a.m., September 14, to consider adopting CAPCOG’s 2023 fiscal year budget, electing a nominating committee that will recommend a slate of 2023 Executive Committee members to the General Assembly in December, and amending CAPCOG’s bylaws to change its population data source for membership related issues. The meeting will be at the Hilton Austin Airport Hotel, 9515 Hotel Drive in Austin.

CAPCOG’s staff and Executive Committee have recommended changing the organization’s official population data source to the U.S. Census Bureau’s decennial census and mid-year population estimates when determining membership representation on the General Assembly, municipal representation on the Executive Committee, and for calculating its membership dues. The current bylaws require CAPCOG to use the Texas State Data Center’s (SDC) estimates which are two years old this year since they are behind the census estimates. CAPCOG uses a designated data source for all of its membership and funding formulas to ensure consistency; funding provided by the Clean Air Coalitions is also determined based on this data source. The change will provide a more reliable timeline for obtaining population estimates with the newest available data.

The proposed 2023 budget, which wraps in the Capital Area Emergency Communications District budget, has projected revenues and expenditures of about $36 million. The proposed budget of which anticipates grant revenue to replace new 9-1-1 call handling equipment to institute next generation 9-1-1, supports all CAPCOG programs at about the same level.
