CAPCOG hired Shelly Hargrove to lead its Community and Economic Development (CED) Division in December; her more than 22 years of experience with community development including a focus on downtown development will be an asset for the region.
“I am a downtown girl by heart and have been involved with thriving Main Street programs in three different communities,” said Hargrove, CAPCOG community and economic development director. “Healthy downtowns, no matter their size, lead to healthy communities. With downtowns and all economic development, it’s not only about recruiting new businesses but nurturing and providing opportunities and leadership for current businesses, so they can expand, thrive and grow.”
Hargrove came to CAPCOG with a familiarity of the region. She worked as the Georgetown Main Street Program Manager for more than 13 years and the Taylor Main Street Program for nearly three. She also has worked for the Texas Economic Development Agency and the Texas Historical Commission as the Main Street assistant state coordinator and small business specialist, where she provided development assistance for more than 90 Main Street communities. “Shelly’s background is a great foundation for all aspects of economic development including interacting with local communities, understanding the business development process, familiarity with CDBG funding, and working on tourism opportunities,” said Betty Voights, CAPCOG executive director.
Hargrove will oversee the CED Divisions which includes criminal justice planning, solid waste, implementing the newly adopted 2020-2025 regional economic development plan or CEDS, transportation work in rural counties, and managing all aspects of EDA-funded activities.
