Public hearings kickoff Hurricane Harvey MOD process

The CAPCOG Homeland Security Division is developing a Method of Distribution (MOD) for Community Development Block Grant (CDBG) – Mitigation funds totaling $52,253,000 for projects in the four CAPCOG-area counties majorly impacted by Hurricane Harvey in 2017 — Bastrop, Caldwell, Fayette and Lee. The MOD process begins by seeking public input on how projects should be prioritized and selected. The first of two public hearings will take place at noon, May 9 at CAPCOG’s offices, 6800 Burleson Road, Building 310, Suite 165 in Austin; the second at 2 p.m., May 13 meeting at the Fayette County EMS Station, 1721 North Von Minden in La Grange. Written comments can be emailed to glo-mod@capcog.org or mailed to CAPCOG’s offices by 5 p.m., May 13.

The CDBG-Mitigation funds certain activities related to Hurricane Harvey disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, mitigation, and affirmatively furthering fair housing in the most impacted and distressed areas in the four counties.

After this public commit period ends, CAPCOG will compile the public input, gather data for supporting the MOD, and draft a preliminary MOD. The General Land Office will review the preliminary MOD that will be followed by a second public input meeting seeking resident and stakeholder feedback. CAPCOG anticipates the preliminary MOD to be released and the public meeting to be set in the summer and expects the MOD to be completed by early fall.
